Ponding at Shea Parkside

In California, land can be considered a wetlands if surface ponding is observed for between 7 and 18 consecutive days per season.  Certain areas of the Parkside property do meet this standard in certain years.

The "ponding" standard actually calls for determining soil saturation at 12 inches below ground surface.  Because I do not have the right to dig test pits on this property, I consider the following scenarios likely to produce saturation at 12 inches below ground surface:
